Celcom has the GPRS, EDGE & 3G in their services. However, only Pay-Per-Use & Advance Data plan subscribers can enjoy the 3G speed, the rest will stick on EDGE or GPRS speed at the moment. Here is their plan details:

Basic – 5GB/month. Speed throttle to 64 Kbps
Advance – 5GB/month. Speed throttle to 128 Kbps
